Combine sugar, butter, and milk in a large saucepan over medium heat. Stir occasionally until the mixture melts and begins to boil.

Allow the mixture to boil gently for 5 minutes, then remove the pan from heat.

Stir in vanilla extract and whisk in the lemon pudding mix until smooth. Fold in the quick oats evenly.

Drop spoonfuls of the mixture onto a wax paper–lined baking sheet, spacing evenly.

Allow cookies to cool and set before removing from the wax paper. Store in an airtight container at room temperature or refrigerate.
